Hans Christian Andersen AHU Replacement at Building 2, 3 and 5 and Security Fencing and Access Control

PROJECT OVERVIEW   
The air handler units serving buildings 2, 3 and 5 at Andersen Elementary School have deteriorated to the point that they are nearing the end of their useful life and are being replaced.
 
PROJECT STATUS REPORT

 

Andersen Elementary School is the fifth highest priority on the sales surtax project list based on the priority evaluation system developed in conjunction with the sales surtax referendum.

Because of the poor condition of the mechanical system (HVAC), renewal was planned for summer 2015; consequently design and construction contracting had to be done prior to the receipt of the sales surtax. Based on a design by OCI Associates, a construction management contract with Heard Construction was approved by the School Board on February 28, 2015 in an amount not to exceed $593,384.71. The scope of work only included Buildings 2, 3 and 5. This work covered the following categories as budgeted on Attachment F Sales Surtax Funded Detail Report (Exhibit 1):

The purchase order for the construction management services was issued using capital renewal (not sales surtax) funds. After July 15, 2015 the purchase order will be closed and reissued to fund up to $593,385 with sales surtax funds. This will allow the capital renewal funds to be unencumbered so they can be programmed on other Facility Renewal needs that may not be eligible for sales surtax funding.

The original designer (OCI Associates) was engaged (Board approval May 12, 2015) to provide design services to complete most of the remaining Facility Renewal items on Attachment F (Exhibit 2). The design was funded with sales surtax in an amount not to exceed $38,990 and included the following categories as budgeted on Attachment F:

1This is part of the Educational Technology project, but involves HVAC/electrical upgrades. OCI Associates will include this as part of their mechanical, electrical & plumbing system design.

3These components will be partially addressed summer 2014 (Buildings 2, 3 and 5). Building 4 is part of the OCI design scope.

The construction of this project will occur in summer 2016 or as logistically feasible while school is in session or during winter/spring breaks.

Attachment F also includes Roofing System Renewal. A contract was issued to A/R/C Associates under their continuing contract for roofing and building envelope services for the design of the roofing system renewal, with the exception of the relocatable covered walkways (which will be addressed at the end of the sales surtax program). The design contract, in an amount not to exceed $63,190 was approved by the School Board on May 12, 2015 and includes the following Attachment F budgeted categories (Exhibit 3):

 A not-to-exceed design services contract, in the amount of $6,235, has been issued to Harvard Jolly for the District Security projects. This work covered the following categories as budgeted on Attachment F Sales Surtax Funded Detail Report (Exhibit 4):

The design fee for the fencing and building access control includes field review and coordination with district security staff and the school principal. The architect will also coordinate with other district staff to ensure that security does not compromise life safety and fire safety codes. The design will provide a menu of access control projects that can be implemented now with the available sales surtax and is easily expandable as additional funding becomes available. The design is funded with sales surtax funds.

Project management, administrative and permitting staff time will be charged to the sales surtax fund. These costs have not been posted to the financial system as of June 5, 2015, but will be included on the next report to the ICOC.

PROJECT UPDATE

11/9/15 - Andersen Elementary is the fifth highest priority on the facility renewal priority list.  HVAC renewal for Buildings 2, 3 and 5 was completed in summer 2015. The roof renewal and additional HVAC renewal is scheduled for summer 2016. Preliminary design for the district security projects has been accomplished.

Mechanical system (HVAC) renewal is underway for Buildings 2, 3 and 5. Additional HVAC work and roof renewal are under design.  The project is partially funded with the sales surtax.
