PROJECT OVERVIEW   
DeLaura Middle School has various projects to be addressed which are stated in Attachment F.  The attachment is located in the documents section.
 
PROJECT STATUS
 

DeLaura Middle School is the third highest priority on the sales surtax project list based on the priority evaluation system developed in conjunction with the sales surtax referendum.

Because of the poor condition of the mechanical system (HVAC), renewal projects have been ongoing since March 2014. The first phase of the project included replacing the equipment in the central HVAC plant and related piping. The project was funded with capital funds and is complete. The next phase of the project is the HVAC system renewal for Buildings 2 and 4, which is currently under construction. Additional phases are anticipated subject to availability of funds.

The HVAC system renewal for Buildings 2 and 4 is under a Guaranteed Maximum Price (GMP) contract with Canaveral Construction Company, Inc. in an amount not to exceed $1,997,508, which was approved by the School Board on March 10, 2015 utilizing capital funds. Because the project is addressing categories/components on the Attachment F funded sales surtax list, it is anticipated that a portion of the purchase order will be reissued utilizing sales surtax up to the amount available. The project includes the following categories as budgeted in Attachment F (Exhibit 1):

1Some of the components in this category (5204) were done in 2014 (heating boilers: 5204-14; refrigerant room monitoring and ventilation: 5204-17). Some were partially done in 2014 (make up water, secondary backflow preventer and water treatment: 5204-15; piping valves, distribution piping, insulation, tanks and chilled water: 5204-16). The amount shown above is the full amount estimated in Attachment F.

2Roughly 40% of this category/component (building automation system: 5205-19) was done in 2014; roughly 30% is being done with the current project and 30% will be done with a future project. The amount shown above is the full amount estimated in Attachment F.

The full HVAC system renewal was designed with the first project. Additional phases will be constructed if funding is available. Contingency should be considered for additional HVAC investment.

While under construction, the Building Official identified that the above-ceiling electrical system did not meet current code and required corrective action. A change order is being prepared to immediately address the situation while not impacting the overall schedule. The cost estimate is $80,000. Funds are budgeted to address code deficiencies on Attachment F (Category Safety and Building Code Deficiencies -5101). The change order will be funded by the sales surtax.

The remaining Attachment F sales surtax funded Facility Renewal systems (Safety & Code; Building Envelope; Electrical and Site Utility) will be consolidated into one or more projects for summer 2016. Note that the fire alarm system was rated a condition code 2, but was inadvertently omitted from Attachment F. The fire alarm system renewal will be included in a future project, utilizing sales surtax contingency funds.

The Educational Technology projects have not yet started.

A not-to-exceed design services contract, in the amount of $5,525, has been issued to Harvard Jolly for the District Security projects. This work covers the following categories on Attachment F Sales Surtax Funded Detail Report (Exhibit 1):

  66 01 Perimeter/Entry Fencing and Gates   $36,480

The design fee for the fencing and building access control includes field review and coordination with district security staff and the school principal. The architect will also coordinate with other district staff to ensure that security does not compromise life safety and fire safety codes. The design will provide a menu of access control projects that can be implemented now with the available sales surtax and is easily expandable as additional funding becomes available. The design is funded with sales surtax.

The Educational Technology projects have not yet started.

Project management, administrative and permitting staff time will be charged to the sales surtax fund for the District Security project and Educational Technology projects. These costs have not been posted to the financial system as of June 5, 2015, but will be included on the next report to the ICOC.

Because the Attachment F allocations to Facility Renewal mechanical system projects are fully encumbered with the construction contract, it is not anticipated that any project management, administrative or permitting staff time will be charged to the sales surtax on these projects. These costs will be charged to capital renewal funds. Project management, administrative and permitting staff time will be charged to the sales surtax fund to the for the remaining Facility Renewal projects.


 
PROJECT UPDATE

11/9/15 Substantial mechanical system renewal was completed in summer 2014 and summer 2015, with more to follow in 2016.  The initial work in 2014 was funded through capital renewal. Contingency funds will likely be needed to complete the mechanical system aspects of this project as the scope and cost exceed the Attachment F budget. In addition, the fire alarm was rated condition code 2 and should have been included in the funded list, but was not, which will also require an investment from contingency. Electrical and fire alarm system work are planned in 2016. The preliminary design for the district security project has been accomplished.

7/21/15 School Board approved an emergency Purchase Order to Canaveral Construction, Inc. for additional construction in Pods 2 and 4 on the above-ceiling electrical system which was identified by the Building Official as not meeting current code, requiring immediate corrective action.

A second phase of the HVAC system renewal is underway, partially funded with sales surtax. Additional phases have been designed but are not yet funded.
